The Central Coast Regional Water Quality Control Board has an opening for an Environmental Scientist in the Irrigated Lands Program. Join us to help protect and restore water resources from impacts associated with discharges from irrigated agricultural land. The position is located at 895 Aerovista Place, Suite 101, San Luis Obispo, California.

Duties:

Under the close supervision of a Senior Environmental Scientist, the incumbent will perform a varied and broad range of scientific, project management, regulatory compliance and enforcement, research, and field investigation assignments. An applicant with a college degree obtained outside the United States that does meet accreditation standards must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due during final minimum qualification evaluation of candidate(s). Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Knowledge of or experience in the areas of environmental science, soil science, water science, hydrology, agronomy, and/or natural resource science.
  2. Knowledge of or experience with irrigated agriculture land use practices and their effect on human health, natural resources, agricultural productivity, and the environment.
  3. Knowledge of or experience with water quality policies and regulations.
  4. Experience with the review of environmental documentation pursuant to water quality laws and regulations.
  5. Experience with the preparation, review, and implementation of environmental permit terms and conditions, monitoring programs, and compliance strategies.
  6. Experience with project management involving meeting facilitation, stakeholder outreach and coordination, and environmental negotiation.
  7. Experience using Microsoft Office products, including Teams, Word, Excel, Access, or Power BI and/or comparable database software.
  8. Experience using geographic information system (GIS) mapping applications.
  9. Ability to work independently and in cooperation with scientists, geologists, and engineers, to promote partnerships with internal and external customers, to follow through on commitments, and to solicit and consider internal and external customer input when completing work assignments.
  10. Excellent written and oral communication skills.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial font in size 12 , and normal margins.

The SOQ must address each of the questions listed below.  This information will be used in conjunction with the interview to assist the interview panel in determining the most qualified candidate.

Describe how your knowledge, training, and/or work experience relate to your ability to:

  1. Meet the specific duties described in the duty statement.
  2. Understand and adapt to the technical and policy issues related to water quality and environmental regulation.
  3. Interpret water quality data (surface water and/or groundwater).
  4. Assess water quality impacts from irrigated agricultural activities.
  5. Perform site investigations.
  6. Use MS Excel, MS Access, or MS Power BI and/or statistical software.
  7. Use Geographic Information System (GIS) software.
  8. Communicate technical information to the public.
